David C. Lager, President
Mr. Lager, the founder of NETCO, has 32 years of relevant construction experience. He has worked in the heavy civil, public works, environmental, commercial and real estate development industry in North America, Europe and the Middle East. Mr. Lager has directly managed or overseen the construction of more than 100 projects with an approximate value exceeding $350 million, and has managed construction teams exceeding 50 contractors working on one site. With expertise in project management, estimating, environmental permitting/compliance, project cost management systems, contractor and subcontractor selection, facility relocation, and eminent domain negotiation, Mr. Lager focuses on project management for historic buildings.
Mr. Lager has completed the Commonwealth of Massachusetts Public Purchasing Training Program for School Construction including the seminar for the new Construction Management at Risk procurement process.

Thomas Kondel, Senior Project Manager - Project Management Division
Mr. Kondel has more than 20 years of relevant experience in the design, construction and supervision of construction of buildings of all types. He holds a Construction Supervisor’s license (CS #92764) in the Commonwealth of Massachusetts and has been a construction project manager for the last 20 years. Mr. Kondel is experienced in estimating, bidding, scheduling, subcontractor negotiation and change order management, weekly meeting management between architect, owner and contractors as well as project closeout. He has been responsible for securing local, state and federal permits for new project development, as well as managing site work contracting to develop the land parcels into commercially viable sites. His project management experience involves extensive public sector construction work including libraries, schools, public safety facilities and town halls.

Craig Nicholson, LEED AP, Project Manager/Director of Sustainable Development
Craig Nicholson serves as Director of Sustainable Development. Mr. Nicholson supports clients in general project oversight, as well as the integration of environmental conscious and energy saving building materials.
Mr. Nicholson previously served as Director of Operations at an environmental services company, a full service firm with a focus on environmental site assessments, property condition assessments and site remediation. He managed the firm’s day to day operations, including budget oversight and project staffing responsibilities.
A LEED Accredited Professional, Mr. Nicholson was recently appointed to the Massachusetts Zero Net Energy Task Force, a group convened by Massachusetts Governor Deval Patrick to help the state’s public and private sectors design and construct super-efficient “green” buildings.

Hugo Urbina, Project Manager - Specialty Construction Division
Mr. Urbina has more than 10 years of experience in erosion control and site work. Mr. Urbina focuses on erosion control and earthwork projects for NETCO. He has completed more then 75 projects involving inland and ocean erosion control and site work applications. His expertise involves estimating, on-site project management, engineering drafting, fabrication of specialty erosion control products and equipment management.
